Do you intend to immigrate to Canada but lack a job offer to support your visa application? Not to worry; you can accomplish it through several Canadian immigration programs. Only a few of the immigration types that DO NOT require a work offer will be discussed in this article. Continue reading to find out what they need and which provinces can provide it.
Canada is an ideal destination for aspirants seeking to boost their financial, educational, health, professional and social prospects. The country is known to welcome immigrants and skilled foreign workers under an immigration system having 60 categories.
We often advise applicants entering the Express Entry pool to get a job offer before moving to Canada when emigrating to Canada as skilled workers in order to increase their CRS Score. You might be interested in your alternatives if you’d want to wait until you’ve settled in Canada before accepting a job offer.
The Express Entry (EE) system’s programs are first on the list. This year, one of the biggest changes to EE is the elimination of the requirement to register for a Canadian Job Bank account.
What does this mean for you? Well this means is that you do not need to worry about getting a job offer from a Canadian employer if you apply under some programs like the:
- Federal Skilled Worker Program;
- Federal Trades Program;
- Canadian Experience Class; and
- Certain Provincial Nominee Programs (PNPs)
A viable alternative to the most well-known immigration route, the Express Entry Program, is the Canada Provincial Nominee Program (PNP) sans employment offer. Gaining PNP nomination might put immigration applicants in a better position within the Express Entry applicant pool, increasing their chances of receiving a Canada Permanent Residence Visa.
Provincial Nominee Programs
For applicants without a job offer, Canada’s PNP (Provincial Nominee Program) is an excellent immigration entry point. It’s noteworthy that several Canadian provinces provide invitations to immigrants even without a job offer. The Canada PNP features a straightforward application process and straightforward documentation instructions.

The goal of the Canadian immigration program is to close the skills gap between employers’ needs and available labor. The immigration program meets the Canadian economy’s market and employment demands. The Canada PNP addresses the difficulties Canadian employers face in finding qualified workers for various jobs and industries, thereby boosting the nation’s industrial output and economy.
This program allows skilled foreign workers to work in a particular Canadian province. By the National Occupation Classification (NOC) code, which lists various jobs under Canada’s official job classification system, each Canadian area has its immigration laws.
Here are just some of the programs you can apply to.
Ontario Immigrant Nominee Program
If you have finished your post-secondary studies in Ontario, then the Master Graduate Stream might then be appropriate for you. It was designed to allow graduate-level international students to apply to live and work in Ontario even in the absence of an employment offer. The PhD Graduate Stream is an additional curriculum that does not require a job offer. This program is for you if you are an international student who earned their PhD in Canada.
Both programs guarantee that you received your Masters or PhD from an Ontario university.
You must also meet the basic requirements below:
- Have a language benchmark of 7 in English or French;
- Have lived in the province as a permanent resident for at least one year out of two;
- Have enough funds to support yourself in Ontario (CAD$12,475);
- Have plans to live in Ontario and not another province or territory;
- Have legal status in the country when you apply; and

No plans to attend school in Ontario? Not to fear, if you match the requirements listed below, you can apply to the Ontario Express Entry Human Capital Priorities Stream.
- Have a valid EE profile;
- Plan to immigrate to the province;
- Have received a Notification of Interest from the province; and
- Qualify under either the Federal Skilled Worker or Canadian Experience Class
Saskachewan PNP
A subset of the Saskatchewan PNPs are the Saskatchewan Immigrant Nominee Program Occupations in Demand. You can apply for this program without a job offer, but you must hold a highly skilled position in demand in the province.
Do you feel that this immigration program is the best option for you? See if you meet the qualifications by reading the list below.
Requirements for this program are that you must:
- Have one year or more relevant work experience in either NOC level 0, A or B;

Nova Scotia PNP
You don’t need a job offer to enter Canada through the Entrepreneur stream of the Nova Scotia Provincial Nominee Program (NSPNP).
You and your family have the chance to become permanent residents of Canada if you are interested in starting or investing in a business in Nova Scotia, have the required work experience (three years of owning your own business), funding (a CAD150,000 investment), age (21+), language skills (CLB 5+), and have completed an Expression of Interest and received an Invitation to Apply from the province.
Compared to the Entrepreneur stream we discussed above, the Nova Scotia PNP International Graduate Entrepreneur Program has fewer requirements. Although you must have owned a Canadian business for at least a year and have finished a two-year program in the province, there is no requirement for net worth. Just make sure you intend to submit your online Expression of Interest in order to obtain your Invitation to Apply for Permanent Residence in the Province.
Spousal Sponsorship
A Spousal Sponsorship visa is another Canadian immigration category that does not require a work offer. Canada values family so highly that it provides a sponsorship scheme to aid in the immigration of your immediate family members.
It is only possible to sponsor someone if you are a citizen of Canada and have the resources to support them. Of course, you cannot be a sponsor if you have a criminal record. Around 18% of all immigrants admitted to Canada in 2018 were sponsored by family members. Approximately 55,800 families were successfully reunited because of family sponsorship programs!
As a sponsor, you will be expected to:
- Apply for biometrics;
- Pay an application fee;
- Ensure that you fill in any documents needed (depending on the country your partner is applying for);
- Make sure you download the application checklist IMM 5525;
- Get a Police Clearance Document;
- Hand in any valid legal documents like marriage certificates (if applicable); and
- Have certified forms of ID like passports or birth certificates
These are just some of the many Canadian immigration programs that do not require a job offer for you to apply. Getting through the PNP application process hassle-free is a rigorous process for immigration seekers from diverse backgrounds. To successfully secure Canadian PNP without a job offer, experts suggest seeking guidance from reliable immigration consultants.
